Allow adding administrators to an organisation

An organisation owner must be able to add other user accounts to an organisation as administrator.

Details

1. The owner of an organisation SHALL be able to add single users as organisation administrators.
2. The owner of an organisation SHALL be able to remove users from the list of administrators.
