Unicode issues while browsing

Certain unicode characters seem to cause problems in the web interface (unable to browse these directories / files).

This repository contains a directory named "kaptĉapelo" which demonstrates the issue. While browsing the "ĉ" character gets encoded as "%C4%89".

On the server side filesystem the directory name is correct.
